Cindy Gossard, Clerk Treasurer Cindy Gossard serves as the fiscal officer for the City of Westfield.  Cindy has the responsibilities of receiving and disbursing monies for accounts rec/payable, taxes for our utilities and payroll for city employees and any other monies by order of the city council.  She keeps record of financial accounts and provides financial statements. Cindy maintains custody of the records, books and papers of the city council and attends the City Council meetings and records the minutes.  As an elected official she has the responsibilities of issuing licenses, administering oaths and taking depositions.  Cindy keeps custody of the city seal and maintains the books for the city's utilities.  As the city's Clerk-Treasurer, she also has been given the power to perform marriages. During Cindy's years of service she has acquired several certifications from Ball State University including: IAMC, CMC, CPFA, MMCA and she has been accepted to the MMC Academy. Cindy has provided service for the City since 1993.
