City Council

City Council Meetings occur on the second Monday of each month at 7:00pm and tentatively on the fourth Monday of each month (as needed) at 7:00pm. The City Council Members welcome your attendance and look forward to you being involved in our community.

Clerk Treasurer

Cindy GossardCindy Gossard serves as the fiscal officer for the City of Westfield. Cindy has the responsibilities of receiving and disbursing monies for accounts rec/payable, taxes for our utilities and payroll for city employees and any other monies by order of the city council. She keeps record of financial accounts and provides financial statements.
 

Cindy maintains custody of the records, books and papers of the city council and attends the City Council meetings and records the minutes.  As an elected official she has the responsibilities of issuing licenses, administering oaths and taking depositions. Cindy keeps custody of the city seal and maintains the books for the city's utilities. As the city's Clerk-Treasurer, she also has been given the power to perform marriages.

During Cindy's years of service she has acquired several certifications from Ball State University including: IAMC, CMC, CPFA, MMCA and she has been accepted to the MMC Academy.  Cindy has provided service for the City since 1993.

Communications

The Communications Department effectively engages the community through created and acquired content used in newsletters, social media, local and national media, produced videos and community events. The department uses effective community outreach and messaging tools to create a hospitality industry, to make Westfield a desirable destination for visitors and a source of pride for residents.

Guest Services

At the City of Westfield, the Guest Services Department works hard to meet every residents request in a welcoming and informative manner. We welcome the opportunity to interact with our residents and encourage them to experience all that Westfield has to offer.

The Guest Services Department is responsible for the invoicing and collection of revenues for trash, recycling, and stormwater; building permits; and any miscellaneous fees associated with permits, license fees and public information requests.

The Westfield Community Development Department is responsible for administering the Zoning Ordinance, Subdivision Control Ordinance and the Building Codes for the City of Westfield and all of Washington Township. The department also issues building permits, performs construction inspections, enforces local codes, reviews development and construction plans and leads the efforts in both economic development and community planning.

Additionally, the Economic and Community Development Department is responsible for the coordination of the Board of Zoning Appeals (BZA), the Technical Advisory Committee (TAC) and the Advisory Plan Commission (APC). The Economic and Community Development Team establishes agendas, staffs public meetings, facilitates focus group discussions and is responsible for business attraction and retention efforts.

The moment you call 911, our job begins. Whether it's a fire, medical incident, hazardous material incident, rescue situation, or natural disaster; we are trained and ready to respond. The City of Westfield Fire Department has 63 sworn members and 12 civilian staff, who are here to serve the City and Township. In 2018 we responded to more than 3,300 incidents.

Because medical incidents constitute the highest percentage of our emergency calls, each of our firefighters is certified as a paramedic or emergency medical technician (EMT). Roughly 20% our workforce are certified as paramedics. The Department operates two 24/7 transporting ALS ambulances. This ensures that our community receives the highest level of emergency medical care 365 days a year.

Special Situations

WFD also handles incidents requiring specialized skills and equipment including hazardous materials incidents and specialty rescue:

Hazardous Materials- All members are certified at the Technician Level and the organization participates as a county/regional team that responds to incidents involving dangerous chemicals or toxic materials.                                                                                                                                                                                                  

Water Rescue- Responds to water emergencies including boaters in distress, flooding, and trapped swimmers.                                                                                                               

Technical Rescue- Our members specializes in trench and confined space rescues, vehicle entrapments, rope rescue, and building collapse.

Training

Constant drills and training are fundamental to effective emergency response. Our demanding and comprehensive training program and utilization of modern technology. This allows our personnel to make critical decisions based on finely-honed skills and judgment enhancing our ability to handle emergencies.

Prevention

WFD’s mission is to protect our communities from the hazards that threaten individuals and families. This means not only responding to emergencies when they occur, but also preventing or reducing the effects of their occurrence in the first place. For decades, our personnel have been committed to creating safer communities through public education and prevention via community events, code inspections, building plans review, media campaigns, school visits, child car seat installations, and many other programs. Our Operations and Prevention staff work closely with builders and developers during new construction and conduct inspections on existing buildings to make sure safety features are in place and ready to activate in an emergency. We also work with businesses that manufacture, store, and use hazardous materials to ensure state and federal regulations are being met. Additionally, each of our fire stations are involved in a Community Risk Reduction initiative in which firefighters create strategies to mitigate hazards in their primary response area.

Informatics & Maps

Informatics is the human-centered, problem solving bridge connecting information systems and technologies to a particular application, which in our case includes the community, municipality, public safety, and general operational activities inherent to sustaining and enhancing local government.
The Department of Informatics serves two mutually exclusive functions for the City of Westfield, IN:
  1. Maintain the City's technological infrastructure and thereby technically support all departments in their daily activities
  2. Provide innovative operational leadership ultimately increasing efficiencies and reducing costs
In other words, the Informatics Department both supports the present and leads the City into the future.

Parks & Recreation

At the City of Westfield Parks & Recreation Department, it is our mission to stimulate recreation, respect the natural environment, preserve history, and provide an avenue for people to reach their full potential through recreation, wellness, culture, education, and commerce. We help Westfield and its citizens grow by connecting people to the natural world, to each other, and to fun, physical and social opportunities.

Public Works

The Public Works Department provides quality services that support the infrastructure demands of the City of Westfield to enhance the safety, welfare and aesthetic environment of the residents, businesses and visitors. This is accomplished through the development and maintenance of infrastructure and stormwater facilities; professional engineering oversight of public and private improvement projects; and implementation of erosion/sediment controls and storm water quality measures. 

The Public Works Department maintains:

  • 8 signalized intersections
  • 110+ miles of trails 
  • 235 miles of sidewalk

Mayor's Office

 Mayor
Mayor Andy Cook has been a resident of Hamilton County for over 20 years. In 2007, he was the Westfield Town Council president and worked to transition Westfield into becoming Indiana's newest city on January 1, 2008.
 
After graduating from Northwestern High School near Kokomo, he received a degree in Biology and Environmental Health from Indiana University, Bloomington. After careers with the State Department of Health and the private sector, he joined his son in 1997 to develop Tradewinds, a transportation and logistics corporation, headquartered in Hamilton County.
 
Mayor Cook is dedicated to managing with financial integrity and is continuously working to maintain Westfield's character and charm while striving to increase its economic viability. 
 
Mayor Cook and his wife of over 40 years, Barbara, a retired physician assistant, live in Westfield and are the parents of two sons and a daughter, and have nine grandchildren.
 
In June of 2017, Mayor Cook launched the Westfield Green initiative to encourage green, environmentally friendly activities for Westfield's community. 
 

Westfield Welcome

Westfield Welcome is committed to serving our residents and visitors by planning events and offering engagement opportunities. Last year the City of Westfield hosted over 30,000 attendees at our community events and we received over 3,700 volunteer hours to make them happen. 

The City of Westfield is continuing to experience fantastic growth and development. 2018 marked several milestones for the City, including hosting the first Indianapolis Colts Training Camp, and the north expansion of the Monon Trail. 

The City is committed to redefining government by demonstrating integrity and fiscal stewardship while providing quality service to our community.  Westfield Welcome carries out the City’s mission and vision through our many community events, hospitality, and tourism efforts.
