- Gary conducts inspections and enforces the City's Encroachment Specification Ordinance 03-04. The purpose of the ordinance is to protect, maintain, and enhance public health, safety, and general welfare associated with work or activities in or on the City's Right-of-Ways or roadways. Gary works directly with residents, developers, contractors, and utility companies. Gary also reviews and inspects irrigation permits. Gary maintains an active CDL license.
